On 16 November 2009, the FSA imposed a penalty on Nomura International Plc of £1,750,000 (discounted from £2,500,000 for early settlement) in respect of breaches of Principles 2 and 3 of the FSA's Principles for Businesses which occurred over a prolonged period of time until June 2008. Nomura breached Principle 2 by failing to conduct its business with due skill, care and diligence and breached Principle 3 by failing to take reasonable care to organise and control its affairs responsibly and effectively, with adequate risk management systems. The Principle 2 and 3 breaches arose from failings in relation to book marking within the International Equity Derivatives business of Nomura.
