    On 24 January 2011, the FSA imposed a financial penalty of £49,000 on Perspective Financial Management Ltd (PFM) for breaches of Principles 3, 7 and 9. An investigation by the FSA found shortcomings in the way the firm monitored its pension switching advice which resulted in unsuitable advice. Specifically, PFM made recommendations to switch pensions when the new product was almost identical to the existing scheme and customers therefore incurred unnecessary costs. The advice also exposed customers to a higher level of risk that they had stated they were prepared to take. The FSA also found that PFM failed to put in place any system or procedure to ensure it only recommended Unregulated Collective Investment Schemes (UCIS) to customers who met specific, statutory, exemptions. For example the PFM had to satisfy itself that the customer is a high net worth individual or sophisticated investor before promoting a UCIS to that customer. PFM's failing were mitigated to a considerable extent by the pro-active cooperation demonstrated by the Firm once the failings were brought to its attention and the remedial steps that it took
